Dr. Gutierrez, a national of Peru, is the Area Manager of Planning, Budget and Resource Coordination of the Pan American Health Organization. He obtained his medical degree from the Universidad Nacional Mayor de San Marcos in Lima, Peru, where he specialized in obstetrics and gynecology. He also received a master's degree in public health from the School of Hygiene and Public Health at Johns Hopkins University in Baltimore, Maryland, United States of America.
Dr. Gutierrez began his professional career in 1977 in Lima, Peru, at the Ministry of Health as Chief of Villa Señor de los Milagros Medical Center in Callao. From 1982 to 1984 he was Professor of Gynecology and Obstetrics at the Universidad Nacional Mayor de San Marcos. Also, between 1982 and 1988, he worked as a Gynecologist/Obstetrician at the Daniel A. Carrion Hospital of Callao. In 1986, he founded a private hospital in maternal and child health in Callao and was its General Director until 1988. From 1984 to 1988 he was also an advisor to the Departments of Maternal and Child Health, Human Resources, and Family Planning, and National Coordinator for the Reproductive Health Program of the Ministry of Health of Peru; as well as a consultant for JHPIEGO (Johns Hopkins Program for International Education in Gynecology and Obstetrics).
Dr. Gutierrez joined PAHO in 1988 as a short-term consultant in maternal and child health and family planning in La Paz, Bolivia. In 1989 he was appointed Advisor to Bolivia in this field and in September 1992 he was transferred to Mexico to serve in the same capacity. In February 1995 he was named PAHO/WHO Representative in Belize.
Dr. Gutierrez was appointed PAHO/WHO Representative in Venezuela in February 1998, a position he occupied until September 2003, when he was assigned to the United States-Mexico Border as chief of the PAHO/WHO Field Office in El Paso.
Dr. Gutierrez was named PAHO Area Manager of Planning, Budget and Resource Coordination, Washington D.C., USA, effective 1 June 2006 and continues in this position to this date.
Dr. Gutierrez joined the board of trustees of the Pan American Health and Education Foundation in 2008.
