New Publication Commemorates Former PAHEF President

The Nevin Scrimshaw International Nutrition Foundation is publishing a special report entitled, Research from the Institute of Nutrition of Central America and Panama (INCAP) 1949 – 1999 as a special supplement to the Food and Nutrition Bulletin.

This special report is dedicated to Dr. Abraham Horwitz, president of PAHEF from 1988 – 2000. The report’s dedication reads in part: “to Dr. Abraham Horwitz, Director 1958 – 75 of the Pan American Health Organization (PAHO), administrative agency of INCAP. Without his unwavering encouragement and the support of his predecessor, Fred Soper, the research achievements described in this Special Report could not have occurred.”

The report is timely as this year marks the 100th anniversary of the visionary Dr. Horwitz’s birth. To commemorate this special occasion, PAHEF is proud to have provided financial support for the report’s publication. Dr. Horwitz, a Chilean national, had a formidable career that spanned six decades. His contributions to health in the Americas are lasting, including his momentous campaign to eradicate smallpox during the 1950s.

Career at PAHO

He joined the staff of the Pan American Sanitary Organization in 1950 and served in various capacities in Washington, DC, and in the Organization's field offices. Elected to head the newly named Pan American Health Organization in 1958, Dr. Horwitz became its first Latin American director and longest-serving full-time leader, carrying out four consecutive terms. During his 16 years of service, financial resources for health and social development in Latin America increased dramatically, the Organization expanded its budget, staff, and programs, and its impact on the peoples of the Western Hemisphere broadened.

In 1975, he became the first president of the Pan American Health and Education Foundation — a title he held for more than 20 years.
