Guillermo Birmingham, MS, CPA

Mr. Birmingham is the director of administration for the Pan American Health Organization (PAHO)/World Health Organization. His work experience includes financial, administration and operational leadership positions in the United States, and in Latin American and Asian countries. In his current capacity, he provides leadership over human resources, financial management, procurement, information technology, and general services. Prior to joining PAHO, Mr. Birmingham served as the deputy chief financial officer and chief compliance officer for CHF International, an international development nonprofit. 

In 2008, he retired from the U.S. Air Force as a Colonel after 26 years of service. Immediately prior to his retirement, he served as the secretary general of the System of Cooperation Among the American Air Forces. As secretary general, Mr. Birmingham was responsible for promoting the cooperation among the Air Forces of the 24 member nations within the Americas and the Caribbean. In this role, Mr. Birmingham cultivated relationships with senior military leaders of all member nations and championed exchange of information and ideas. He was also responsible for directing the day-to-day activities of the Permanent Secretariat and ensured continuity of all organizational activities. He also served as chief financial officer and director of resource management for the Directorate of Services at Headquarters for the United States Air Force; deputy director of resource management of the U.S. Southern Command; deputy commander and chief of staff of the Joint Task Force-Bravo in Honduras; commander of the 89th Services Squadron at the Andrews Air Force Base; and, commander of the 8th Services Squadron at the Kunsan Air Base in Korea.

Mr. Birmingham is an active member of numerous societies including the American Institute of Certified Public Accountants and the Greater Washington Society of Certified Public Accountants. He also serves on the Baltimore City Veterans Commission, Howard County Maryland Human Rights Commission, and as a Board Trustee on the Horizon Foundation. He has received multiple awards and recognitions throughout his professional career.

He received a master of science in Professional Accounting from Strayer University and is a Certified Public Accountant. Mr. Birmingham joined the board of the Pan America Health and Education Foundation in 2011.
